Choose the comparison output you need
Bluebeam documents Compare Documents as a way to highlight differences between two PDFs with cloud markups. Overlay Pages combines PDF content in different colours. Both create a new result rather than editing the source drawings. For Revu 21, the documented comparison features require an eligible plan; check the current Bluebeam guidance linked below. This guide covers manual review, not Smart Overlay, automatic quantity reconciliation or a guarantee that every design change will be identified.

Verify the drawing pair before running either tool
Check the sheet identifiers, issue purpose and revision labels, not just the filenames. Two similarly named PDFs can cover different levels or contain different page orders. Keep the originals unchanged and record which file is the baseline. If the revision adds or removes pages, map the relevant sheets explicitly before comparing them. A cloud on the wrong drawing pair is still a wrong result, however convincing it looks on screen.
- Identify the original and revised sheet and the project instruction that makes them comparable.
- Check orientation, crop, page dimensions and the drawing area represented.
- List excluded sheets or regions so reviewers know the limits of the exercise.
- Record whether the objective is visual coordination, a design query or a quantity update.
Run a controlled first comparison
Begin with one known sheet pair. Bluebeam recommends retaining the supplied comparison and rendering settings unless the result fails to detect differences. Establish a readable baseline before changing sensitivity across an entire drawing set.

Use Overlay Pages when linework needs context
Open Document > Overlay Pages and select the intended source files. Check their assigned colours and alignment before interpreting the output. Bluebeam documents Align Points for manual alignment: use matching points in the drawing content, selected consistently across the sources. Recheck a known unchanged feature afterward. Do not rely only on the title block; a change in the exported sheet border can make a well-aligned border conceal poorly aligned plan content.
Separate a real change from a drawing-registration problem
If unchanged walls appear doubled across most of the plan, investigate the drawing pair and alignment before recording hundreds of design changes. Check several stable features spread across the drawing, rather than a single convenient corner. When one area aligns and another does not, record the limitation and inspect the source PDFs. Avoid nudging a result until it merely looks plausible. The review should remain reproducible by someone who was not present when you adjusted it.

Turn the visual result into a change register
Use a stable change ID and write what was checked, what changed and what action follows. The following electrical example is fictional: it illustrates review logic, not a measured quantity or a supplied estimating assembly. A moved outlet may leave the device count unchanged while changing the route or installation context. An added symbol may require confirmation against the schedule before it becomes a priced addition. Keep unknowns visible instead of forcing every difference into an immediate cost.

Reconcile takeoff quantities separately
Preserve the approved previous takeoff, then review additions, omissions and relocations against the revised sheet. Check scale again before measuring revised routes. Keep unchanged quantities distinguishable from quantities you have remeasured, and record assumptions that remain unresolved. Issue a review that can be reproduced
Archive the source file references, the comparison PDF, the change register and the revised output under your normal project process. State the reviewed sheets, exclusions and unresolved questions. Ask a second reviewer to follow at least one change from its original location to the revised result and the recorded decision. A coloured overlay or a set of clouds is evidence for review; it is not approval to change construction work. Obtain the relevant project instruction before anyone acts on unresolved design differences.
